Whirlpool dishwasher error 6-4. not washing properly.

I have a whirlpool dishwasher that gives me error code 6-4 when I run the diagnostic mode. I have replaced the water inlet valve and the floating switch. I still get the error code. The dishwasher seems to fill but will not wash. the soap tab is often laying. on the bottom half melted. Sometimes it will run fine after I run the diagnostic mode.

The float switch is open
Issue: Check the overfill float switch to see if it's stuck or if an item is stuck under it. Check if the inlet water fill valve is properly shutting off the water supply when the dishwasher is off.
